blown rail car with spare parts and trailer tranny needs rebuilt selling for a friend ask question and i will do my best to answer them thanks for looking

Hi I was wondering if anyone knew anything about this car. Such as who built the chassis, year, times? Last time it was ran? I am considering buying it but there is no chassis tag or anything on the car. It was last certified in 2005 and has a Tulsa tag from 2006. Any help would be apopreciated. Thjanks
